William E. DeMars, Ph.D.
William E. DeMars is Chairman of the Department of Government at Wofford College in South Carolinaand a distinguished expert in the field of international humanitarianism. He earned a Ph.D. in Interna-tional Relations from the University of Notre Dame, and has taught at Earlham College, The University of Notre Dame, and The American University in Cairo, Egypt. He is the author of NGOs and TransnationalNetworks: Wild Cards in World Politics (London: Pluto Press, 2005).
